asked the Assistant Postmaster-General to consider extending the self-help scheme for the installation of the telephone to all applicants in rural areas.

Mr. Gammans

This scheme, which has its own difficulties, was introduced as a quite exceptional concession to farmers because of the importance of food production, and I regret that we cannot extend it.
