Mr. Awberyasked the Minister of Transport and Civil Aviation how many nations have now ratified number 76 of the International Labour Conventions, also known as the Seattle Conventions, dealing with wages, hours of labour, and manning on board ship; how many have ratified the Safety of Life at Sea Convention and the Loadline Convention; and if he will give the names of the maritime nations that have not signed these conventions.
§ Mr. MolsonThe answer to the first part of the Question is, "One"; to the second, "Forty and fifty-five, respectively." As regards the third part of the Question, only Australia has ratified I.L.O. Convention No. 76 on Wages, Hours of Work and Manning (Sea), and only Australia, Cuba, the Philippines and Uruguay have ratified the revised Convention No. 93 on this subject.
As regards the last part of the Question, the only maritime countries with more than 150,000 gross registered tons of shipping which have not yet ratified or accepted the 1948 Safety Convention are Argentine, Australia, Brazil, China, Costa Rica, Honduras, Mexico, Turkey and Venezuela. I understand that Argentina, Australia and Brazil have in hand 319W the necessary legislation to enable them to ratify the Convention. All countries with more than 150,000 gross registered tons of shipping have ratified or acceded to the 1930 Load Line Convention.
