§ Mr. Lennox-BoydOf the territories for which I have responsibility there are in Cyprus, Fiji, Kenya, Malaya, Singapore, Tanganyika and Uganda such linguistic, religious or cultural differences between groups within the population that it is necessary to provide separate schooling, at least at the primary level. Although the differences correspond closely in many cases to the racial origins of the children concerned, the provision of separate education facilities cannot be described as discrimination on grounds of race.
