Mr. Simon

asked the Prime Minister whether the terms of reference of the Committee on Administrative Law include the review of statutory formulas involving a subjective test for the grounds of the decision of administrative bodies thus precluding an aggrieved citizen from complaining to a court of law that there are no reasonable grounds for the decision.

As my hon. and learned Friend knows, it is an important principle that the construction of the terms of reference of a committee is a matter for the committee itself and is not one on which the Government can give instructions. I suggest, therefore, that he addresses his inquiry to the Committee.
