§ Mr. J. StuartI have received a report signed by the majority of the committee and a separate report signed by a minority of three members. These reports are being published today as a Command Paper. In view of the considerable differences of opinion disclosed in these reports, I have come to the conclusion regretfully that the introduction of legislation at the present time would achieve no satisfactory result.
