asked the Secretary of State for Foreign Affairs what progress has been made towards the conclusion of visa abolition agreements between Her Majesty's Government and the Governments of Spain and Portugal.

The Spanish Government indicated in January, 1953, that they were not prepared to conclude a visa abolition agreement with this country. So far as I am aware, they have not changed in their attitude.

As regards Portugal, I cannot yet add anything to the reply given to my hon. Friend the Member for Harrow, Central (Mr. Bishop) on 1st November, but I hope that a mutually satisfactory agreement will soon be reached.
