Mr. D. Jones

asked the Secretary of State for the Colonies whether he is aware that certain of the recommendations on salaries and conditions contained in the Lidbury Commission's Report will operate unfairly, and have caused dissatisfaction among responsible organisations in East Africa; and what action he intends to take on this report in order to allay the apprehensions of these organisations.

The East African Governments have modified some of the Lidbury Commission's recommendations after consultation with staff associations. In Kenya the Commission's Report is still under consideration. My information is that, bearing in mind the many and complicated issues involved, there is a large measure of agreement, and I see no need to intervene.
