Mr. Warbeyasked the Secretary of State for the Home Department whether he will make a statement on the circumstances in which representatives of foreign powers may procure, for official purposes, the assistance of British public servants or British citizens on British territory, otherwise than under powers conferred by a treaty or a statute, or in response to requests submitted through the appropriate diplomatic channels.
