ThomasThe reasons of economy and efficiency which led the Admiralty to reintroduce the closed period in most Admiralty industrial establishments apply strongly to the Royal Naval Propellant Factory, Caerwent, and I could not agree to except that establishment from the general arrangements. These will be reviewed in the light of the experience of 1954.
