§ Mr. Lennox-BoydI am sorry that I cannot forecast when this by-pass can be started. Plans are being prepared for the making of a scheme under the Special Roads Act, 1949, and it will be some time before I can publish this in draft. If there are objections, a public inquiry may be necessary before it is decided whether or not to make the scheme. The cost of the works is estimated at about£3½ million.
