asked the Chancellor of the Exchequer if the recommendation made by the Organisation and Methods Division of the Treasury concerning the rôle of a town clerk as an administrative officer represents the general policy of Her Majesty's Government in regard to this aspect of local government administration.

The rôle of the Treasury Organisation and Methods Division is advisory only, and the organisation of local government administration is a matter for the local authorities themselves. The recommendation to which I assume the hon. Member refers forms part of a series of proposals made by the Division to one particular corporation by whom their advice had been sought in a private and confidential capacity. While this recommendation is not addressed to local authorities generally, it may well be found worthy of serious consideration by them.
