asked the Prime Minister whether, in view of three Departments having responsibilities for problem families, he will arrange for a Departmental inquiry with a view, in the interest of economy and efficiency, to concentrating on one Department as being responsible.

No. Problem families cannot be dealt with in isolation from the rest of the community. Several Departments have general powers which can be used to assist them or to prevent their difficulties arising, and it is right and proper that this should be so.
