Mr. Awberyasked the Minister of Transport and Civil Aviation if he is aware that sea birds are being continually washed ashore covered with crude oil; and what steps are being taken to implement the recommendations to prohibit British ships discharging oil within a wide zone around our shores.
§ Mr. Lennox-BoydI am aware of the facts and regret them as much as the hon. Member. The discharge of oil in the wide zone recommended by the Committee on the Prevention of Pollution of the Sea by Oil can be prohibited only by legislation, but, as I have already indicated in reply to a Question by my hon. Friend the Member for Cornwall, North (Sir H. Roper), on 27th July, the Chamber of Shipping and the Liverpool Steam366W Ship Owners' Association have asked their members voluntarily to observe the zone meanwhile.
