§ Mr. GammansI would refer my hon. Friend to the fourth line of the Explanatory Note which, I hope, makes it clear that the present rates generally remain unchanged. The only difference is that people living in the five outer-London areas will, in future, pay the lower provincial rate, instead of the London rate as at present. This point is amplified in the last sentence of the Explanatory Note.
