51. Mr. Beswick

asked the Secretary of State for Foreign Affairs on what date the Union of Soviet Socialist Republics was invited to a conference between the heads of the Four Powers, for the purpose of general exploratory discussions without agenda and without an undue number of officials, along the lines suggested by the Prime Minister on 11th May.

Mr. Eden

No such invitation has been sent to the Soviet Government. But, as the Prime Minister said in the House on 3rd November, we still hope that such a meeting may have a useful place in international contacts.
