The primary responsibility for initiating changes in petty sessional boundaries rests on magistrates' courts committees. I understand that the Essex magistrates' courts committee has considered suggestions that the Beacontree division should be modified, but has deferred further consideration until it is possible to provide additional accommodation for the justices. In view of the restrictions on capital investment this is unlikely to be in the near future.
