asked the Secretary of State for Scotland when the Highlands Panel first drew his attention to the need for action to relieve the burden of freight charges in the Highland area and the North of Scotland.

On 25th March, 1949; when the Highlands Panel decided to join with representatives of the Scottish Council (Development and Industry) and the Scottish Board for Industry to consider the incidence of freight charges in the Highlands and Islands. The Report of the Committee appointed jointly by the three bodies was published in 1951.
