asked the Secretary of State for Scotland whether, in view of the bad herring season and the opinion of the industry and the Herring Board that a closed season would be of benefit to the industry, he will take steps to impose a closed season.

I have no power to impose a closed season. Although the Board in their last annual report mention closed seasons as a means of improving the quality of herrings and kippers, they have as yet formulated no specific proposals on the subject.
