§ Mr. LytteltonAs is well known, the policy of Her Majesty's Government is aimed at giving such territories the greatest 45W possible degree of internal self-government. Each place has its own special problems, which have to be considered and dealt with according to local conditions and the views of the inhabitants. I cannot, therefore, usefully attempt a general statement.
