§ The Prime MinisterCommonwealth Heads of Government have not yet begun to consider the agenda for their meeting in New Delhi in November. A wide variety of topics will undoubtedly be discussed at that meeting. I shall not be surprised if they include the statement to which my hon. Friend refers.
