asked the Secretary of State for Wales what is his policy towards making grants for schemes submitted by local authorities for the relief of flooding in residential areas.

Grants are payable to local authorities under the Land Drainage Act 1976 in respect of approved flood relief schemes. A scheme may be for the improvement of existing works or the construction of new works. Approval is given subject to conditions which include our being satisfied that the scheme is technically and economically sound. The conditions are set out in an explanatory memorandum which is available to local authorities. I am sending a copy to the hon. Gentleman and am placing copies in the Library of the House.
