§ Mr. H. StraussThe import of dollar tobacco is severely restricted on account of our balance of payments. This is a strong inducement to manufacturers to increase their use of tobacco from Commonwealth countries in the sterling area. United Kingdom manufacturers have bought increasing quantities of tobacco from the sterling area and my right hon. Friend expects this trend to continue.
