asked the Minister of Health why it is necessary for his approval to be given before additional junior domestic staff are engaged by the board of governors of a teaching hospital.

My approval is required only to increases in total staff numbers. The purpose of this, as of other similar measures adopted from 1950 onwards, is to ensure that hospital staff are not increased above the number needed for the efficient care of the patients.
