Mr. Emrys Hughes

asked the Secretary of State for Foreign Affairs the nature of the information circulated by Mr. Arthur Kellas, information officer in Cairo, which led to his recall in February.

Mr. Arthur Kellas was not recalled. The facts are that Her Majesty's Ambassador at Cairo was told by the Egyptian Foreign Minister on the 17th January that Mr. Kellas waspersona non grata on the grounds that his activities were against the interests of the regime. No evidence was produced by the Egyptian Government in support of this allegation, although Her Majesty's Ambassador has repeatedly pressed for it. Her Majesty's Government cannot therefore accept the validity of the Egyptian Government's allegation. Mr. Kellas
