§ Sir H. Lucas-ToothConstant endeavour has been made since 1948 to increase the number of children boarded out, and the numbers of children so provided for by local authorities in England and Wales rose from 19,271 at the end of 1949 to 24,319 at the end of 1951. Further publicity is being given nationally to the need for more foster homes, and local authorities are being urged again to see that everything possible is done locally to the same end.
