§ Mr. R. A. ButlerI am aware of the tax reliefs given by Western Germany to exporters. I doubt whether it would be possible to substantiate a case that these reliefs are contrary to international obligations. I am always ready to consider any practicable method of helping British exporters but can give no undertaking as to methods.
