ButlerIt is not possible to make precise estimates, but it is certain that at least half of the rubber footwear sold in this country in the coming year will be free of tax; the rest will pay only a small margin of tax. The proportion sold tax free during the previous year was well under one-fifth; the rest paid full tax at the rate of 33⅓ per cent.
