asked the Minister of Health why his Department's report for the year ended March, 1950, was not published till the end of 1951.

This was due to a number of exceptional factors. The Report dealt with the first full year of the National Health Service and my predecessors decided to make changes in the form of the Report to take account of this. This involved a considerable amount of recasting. A further cause of delay was the transfer of functions to the newly established Ministry of Local Government and Planning early in 1951.
