§ Mr. MackesonThe price of waste paper has fallen partly because supply now exceeds demand, and partly because of the fall in price of alternative raw materials for paper-making. The cost of collection varies from district to district, but I have no reason to think that efficient collecting systems in urban and semi-urban areas cannot pay their way at present prices.
