§ Mr. J. StuartThe cost of pier works is determined by labour and material costs and while all plans submitted to me are examined with a view to securing the utmost economy, I can see no way of effecting a major reduction in the level of costs. Present Service commitments would, I am afraid, preclude any assistance being given by the Royal Engineers.
