56. Mr. Fenner Brockway

asked the Secretary of State for the Colonies whether his attention has been drawn to the judgment given in the Nairobi courts in favour of ex-Chief Koinange, who had been prosecuted for growing coffee; and whether he will now proceed to abolish all discrimination between Africans and Europeans in relation to coffee growing.

Mr. Lyttelton:

The answer to the first part of the Question is, "Yes." I do not accept the implication in the last part of the Question. Coffee growing by Europeans and by Africans is controlled in different ways because of differing needs. It is not a matter of discrimination but of facilitating the growth of coffee by the most suitable methods in each case.
