asked the Minister of Pensions why a Member of Parliament is not included amongst the list of persons qualified to sign and witness a war pensioner's life certificate; and whether he will make arrangements for Members of Parliament to be added to this list.

The list of persons qualified to sign and witness a war pensioner's life certificate is laid down by a Warrant of the Treasury issued from time to time under a provision of the Annual Appropriation Acts. Members of Parliament are not included in that list. While some hon. Members may wish to be included, I think the majority would agree that 139W they should be called upon to sign such documents as little as possible and, I presume, would not wish to be added to the list
