§ Mr. Ernest DaviesAs was pointed out in our note to the Soviet Government of 5th January, there is "disturbing and growing evidence of the rearmament of the states of Eastern Europe." Since, however, the Bulgarian, Hungarian and Roumanian Governments publish no statistics on the size of their armed forces, it is difficult to estimate with any degree of certainty how far the Treaty limits have been exceeded.
