§ Mr. P. Noel-BakerI have seen reports that some people are deliberately wasting fuel and power, and, in particular, electricity and gas. I find it difficult to believe that any but a very small minority would adopt a course so detrimental to the national interest at the present time, and I do not, therefore, think that any action is now required.
