asked the Secretary of State for the Colonies whether he is satisfied that the salaries paid to members of the Colonial Civil Service in the West Indies are sufficient to secure personnel whose qualifications are adequate to the duties they are called upon to perform; and whether he will consider the introduction of an expatriation allowance.

I am not satisfied that all salaries are in all cases adequate, but the terms of service, including the question of the grant of expatriation allowances, are determined by the Colonial Governments concerned.
