§ Mr. JayPayments for admission to speedway racing are taxed at the same rates as for other forms of motor racing. Betting is not a factor in determining liability to Entertainments Duty and I cannot, therefore, accept the suggestion that the absence of betting at speedway racing is a ground for change.
