§ Mr. BarnesA preliminary analysis of the reports of road accidents involving death or personal injury in 1949 shows that road conditions were the primary factor in less than 1 per cent. of the accidents. They no doubt contributed to many more and I will continue to do everything that is possible in present circumstances of financial stringency to improve road conditions where they are likely to cause danger.
