§ Mr. Wilfred PalingI regret that, in spite of intensive efforts to speed up the phonogram service in London, it has not yet been possible to reduce the time to answer. The position has been especially difficult during the summer months, as there has been a heavy increase in traffic. The main trouble is continued shortage of operators, coupled with rapid turnover in the depleted staff. A detailed examination of the situation is being made to see whether any further practicable steps can be taken with a view to improvement.
