Member refers to capital funds brought into Hong Kong from China, no 315W action on the lines mentioned has been taken by His Majesty's Government, nor, so far as I am aware, by the Hong Kong Government. Even were it desirable to impose a control of this kind, I doubt whether it could be enforced effectively.
