Mr. McNeilIt is not deemed essential that magistrates sitting in Control Commission summary courts in the British zone of Germany should be qualified to act as barristers or solicitors. The essential qualities are commonsense, a judicial temperament, firmness and a sympathetic understanding.

Mr. McNeilMr. H. S. Meech, who is the Chief Magistrate of Control Commission summary courts in Land North Rhine/Westphalia, is qualified by Statute238W as a Clerk to the Justices and served continuously for 20 years in this capacity at Yeovil, Nottingham, Dartford, Stokeon-on-Trent and Highgate.
