Hutchisonasked the Chancellor of the Exchequer whether, in his considerations of a scheme for meeting retailers' losses following a Purchase Tax reduction, he will consider the 9W advisability of making Purchase Tax changes at other times than Budget time, thereby eliminating public anticipation.
