Noel-Bakerasked the Minister of Health what arrangements for smoke abatement are obligatory under his regulations on factories in the Great West Road area of Brentford; how such arrangements are enforced; and whether he is satisfied that residents in the area are adequately protected from industrial smoke and fumes.
§ Mr. BevanI have no power to make regulations governing the arrangements which factories must make to control emission of smoke. The Brentford and Chiswick Town Council have power under the Public Health Act, 1936, and under their Smoke By-law of 1930 to deal with emissions of smoke which are a256W nuisance. I have no reason to suppose that these powers are inadequate to deal with any smoke nuisances in the Great West Road area.
