asked the Minister of Transport in view of the findings of the inquiry into the loss of the vessel "Samkey" and her crew of 43, what disciplinary action he proposes to take against those responsible for not giving more publicity to similar circumstances revealed in the case of the "Sameveron."

As a result of the findings of the Court of Inquiry into the loss of the "Samkey," the whole question of the carriage of solid ballast has been reviewed, and I propose to issue a new Notice to Shipmasters indicating the dangers which may arise when solid ballast is carried and the precautions which ought to be taken. The Court's further recommendation that an investigation be undertaken into the character and quality of various kinds of solid ballast is being studied. No disciplinary action is contemplated.
