asked the Minister of Transport whether he will seek powers to increase the maximum penalty of a 40s. fine for the offence of travelling without a railway ticket with intent to avoid payment.

Mr. Barnes

No. A fine of 40 shillings is the maximum penalty for a first offence, but for a second or subsequent offence the maximum is £20 or one month's imprisonment. I have received no suggestion that these penalties are inadequate.
