§ Dr. SummerskillA total of 30,000 tons of sugar per annum is being allocated amongst manufacturers of the soft drinks industry in proportion to their usage in the year ending 3oth June, 1939. This allocation is at the rate of 62½ per cent. of the pre-war usage. There have been no departures from this basis.
