§ Mr. Wilfred PalingIt is the practice for negotiations in regard to shared telephone service to be conducted by officers of my Department. Where service can only be provided by agreement with a subscriber not under obligation to share and negotiations would be seriously delayed owing to staff shortage, the applicant is asked by the Post Office to approach the proposed sharers.
