§ Mr. Rees-WilliamsThe candidate concerned, who has given outstanding public service in British Guiana, was nominated to the Legislative Council as being likely to contribute substantially to the work of the Council. While my right hon. Friend is anxious that Colonial Legislatures should reflect the movement of public opinion, it would not be possible to accept the view that, as a matter of principle, in no circumstances should any person who has been defeated at the polls be selected for nomination.
