§ Mr. Challenasked the President of the Board of Trade whether he is aware that the allowance of 600 cigarettes permitted from this country to those serving in the British Army on the Rhine has caused a minor black market in the Services, in view of the scarcity of this commodity; and whether, as there is now no black market in cigarettes among German nationals, he will consider revising the regulations concerned.
