asked the Minister of Health why a person insured under the Act who elects to remain a private patient of a doctor who is taking part in the State service is debarred from receiving pharmaceutical drugs and appliances free of charge under the Act.

Such a doctor would have no responsibility for observing the general conditions which govern prescribing at public expense.
