asked the Minister of Health what guidance he is giving allocation committees which are to be set up under the National Health Service Act in regard to all persons who are entitled to medical treatment but who have not selected a doctor and who may not wish to avail themselves of treatment as insured persons.

The benefits of the National Health Service are not dependent on insurance qualifications. Allocation committees will deal only with persons who ask to be allocated. I am sending the hon. Member a copy of a model scheme prepared for the executive councils, which deals with this matter.
